The United Kingdom and the United States have established a landmark bilateral deal that will guarantee zero import taxes on UK drug exports entering the US market.

Key Provisions of the Pact

In exchange for the tariff guarantee, the UK has committed to increase spending on drugs through the National Health Service (NHS). This move secures that tariffs on these key goods will be held at zero for a timeframe of 36 months.

This development follows previous warnings to dramatically increase duties on branded drug imports, with potential rates floated reaching double the cost.

"This deal between the UK bolsters the international landscape for cutting-edge drugs and establishes long-overdue balance to American-British pharmaceutical trade," an announcement noted.

Economic Importance

Medicines constitute one of the UK's most significant export categories to the United States, which is easily the largest buyer for major companies like GSK and AstraZeneca.

Export figures indicate that in the year to the end of September, the UK sold medicines valued at billions to the US. This value made up 17.4% of all goods exports in that period.

"This deal protects employment, stimulates investment and paves the way for the UK to establish itself as a global hub for biotech and pharma," the Business and Trade Secretary remarked.

Specific NHS Changes

The pact entails several notable pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it considers new medicines to be prohibitively costly by 25%.
  • Boosted Medicine Funding: There is a aim to increase total NHS spending on drugs from 0.3 percent of GDP to 0.6% over the next decade.
  • Payback Limit: The amount manufacturers must refund to the NHS to prevent overspending will be capped at 15%. Last year, repayments topped twenty percent.

Industry Background

The deal takes place against a ongoing row between the pharmaceutical industry and the ministers over medicine costs and approval rates.

These tensions were intensified by claims that American consumers were charged several times more for the equivalent treatments than people in the UK and Europe.

Recently, several major drug company projects in the UK have been delayed or abandoned, while multi-billion-dollar funding commitments have been announced toward projects in the United States.

One official acknowledged that the NHS had to spend more on treatments, noting that its expenditure on drugs had declined as a share of its resources over the last ten years.
